Timed video annotations

Annotations on a training video can now appear only during a specific part of playback.

• Time-bound callouts — set an annotation to appear during a specific part of playback, instead of staying on screen for the whole video.
• The right detail at the right moment — call out exactly what matters while it is on screen.
